16 985 души са сменили настоящия си адрес, за да гласуват на местните избори. Като нови жители има в 343 населени места в цялата страна. А над 30 хил. души са поискали да гласуват по настоящ, а не по постоянен адрес.
Това става ясно от анализ на ГРАО, предоставен на регионалния министър Андрей Цеков, според когото има необичайно голям брой регистрации по настоящ адрес и заявления за гласуване по такъв.
Практиката за регистрация на настоящ адрес и гласуване по него е свързана с изискването за уседналост. На местен вот право да пуснат бюлетина имат само избиратели с регистрация по постоянен и настоящ адрес в даденото населено място от поне 6 месеца (в случая – до 29 април 2023 г.). Ако избирател иска да гласува по своя настоящ адрес, а има постоянен в друга община, той може да подаде и заявление до 14 дни преди вота. Това са направили 30 668 души.
Необичайният ръст на сменени адресни регистрации и съответно на заявленията за гласуване по настоящ адрес е основно в малки населени места – там, където се избират кметове на кметства. При такъв висок процент на допълнителни лица в избирателните списъци, това може да промени сериозно изборните резултати там. А ако регистрациите им са незаконосъобразни, би било повод за тяхното обжалване.
Заради “демографската аномалия” тази година министър Цеков е сезирал премиера, а докладът му беше внесен в МС в сряда.
На първо място сред рисковите места е карнобатското село Сигмен, където при население от 245 жители с право на глас новорегистрираните по настоящ адрес са 147, а исканията за гласуване по настоящ адрес – 156. Как местните хора си обясняват тези 60% ръст на съселяните си – виж по-долу.
В димитровградското с. Бодрово пък при население от 281 пълнолетни жители новорегистрираните са 112, а исканията за вот по настоящ адрес – 132.
В село Неофит Рилски, Ветрино, където 1235 души са с право на глас, новите са 285, а искания за гласуване по настоящ адрес са подали 482 души.
На ход са областните управители и кметовете. По закон след писмен сигнал те трябва да направят комисия, която в 3-дневен срок да установи законни ли са регистрациите.
По закон на един адрес не може да бъдат регистрирани над 2 пъти повече хора, отколкото нормално живеят, обясни Цеков. Ако се установят много случаи на един адрес, то следва дерегистриране и изваждането им от избирателните списъци.
Докладът е изпратен на областните управители с искане за проверки. Такава предстои във врачанското с. Чирен, което има 1055 жители с избирателни права. Новорегистрираните там са 319 – 30% от всички избиратели, а постъпилите искания за гласуване по настоящ адрес са 560.
По-голям процент на регистрирани допълнително спрямо записаните постоянни избиратели обаче има в село Долна Бешовица, където те са 33%. Според представения на премиера Денков списък в цялата Врачанска област има 31 населени места с допълнително регистрирани избиратели.
От този списък липсва врачанското село Лиляче. Там има допълнително записани 140 души, като 15 от тях са регистрирани на един адрес, който всъщност е частен обор.
Само в съседните общини Мездра и Роман в цели 11 села има масови допълнителни регистрации. От десетте общини на Врачанска област единствено в Оряховската няма новорегистрирани.
Дори село от Врачанско, което заради малкото си жители не избира кмет, се включи в изборния туризъм, и то в съседна област. 15 души от с. Лютаджик са се регистрирали и записали да гласуват в съседното с. Горно Озирово, което е част от община Вършец, Монтанско.
Според кмета на с. Бели извор от община Враца и кандидат за нов мандат Кирил Илиев от изнесените данни личи, че законът е нарушен. “Кметовете имат правото да регистрират нови жители на населеното място, но изискването за уседналост от 6 месеца не е единственото в закона. Ако няма имот в селото или свой близък роднина, никога не бих си позволил да регистрирам който и да е желаещ. В много села колеги си позволяват да регистрират по 15-20, че и повече души на адрес, който е еднофамилна къща или неподходяща за живеене постройка. Ясно, че тези хора не могат да живеят нормално там”, споделя Илиев.
Изпратихме писмо до ОД на МВР, ГРАО и до общинската управа на Враца за съвместни проверки на всички сигнали за изборен туризъм, съобщи зам. областният управител на Враца Николай Николов. Той е начело на комисията, която в областната администрация отговаря за нормалното провеждане на местните избори и е категоричен, че всички незаконни и съмнителни регистрации ще бъдат проверени преди 29 октомври.

Новорегистрираните били засечени при проверка на областната управа, ГРАО и общината след 28 април, когато изтича срокът за регистрация по настоящ адрес, даваща право на вот.Вследствие на инспекцията от ресорните служби в Сигмен били отписани от адресна регистрация 26 души. Те се оказали регистрирани в механа, съборетини или изоставени сгради, което прави регистрацията им незаконна.
Другите обаче нямало как да бъдат извадени от регистрите, тъй като се оказали наематели на жилища или собственици на имоти, за които показали и нотариални актове, обясниха от администрацията в Карнобат въпреки подозренията за манипулации на вота.
Според областния управител сигнали за увеличаване на населението постъпвали и от други общини, свързани със сезонната заетост по морето, но не били в такива размери като в Сигмен.
Предизборното преселение в това село е започнало още през 2022 г. Само до декември там са били регистрирани 88 души, след Нова година броят им се е увеличил с приблизително още толкова. Какво го прави толково желано, местните не могат да си обяснят. Запознати обаче твърдят, че целта на преселението не е заради кмета на община Карнобат, а за избора на селския кмет. Просто има човек, който желае да спечели в Сигмен, но хората не го искат и си е осигурил гласове, казват посветени в предизборните интриги.
